How does ISA promote governance?

ISA is a non-government, non-profit organization whose core advocacy is promoting governance, economic and organizational reform through public-private partnership. This advocacy is carried out through the installation of a transparent, performance-based governance system.

How does ISA ensure full commitment from its partner?

ISA’s Partners are local government units such as the Province of Isabala, the Cities of Iloilo and San Fernando Pampanga and the Municipality of Bani; national public institutions such as the Department of Education, National Electrification Administration, and the Philippine Military Academy; and sectoral associations such as the Accounting and Nursing Professions. ISA believes that partnerships endure when partners have a stake in the process. Investment of time and resources ensures long-term commitment from partners.

Why does ISA promote public-private partnership?

Public-private partnership development, strategy execution processes, and performance management training are central to ISA’s governance approach. In the case of local government units (LGU), limited financing from the central government discourages local chief executives from pursuing more ambitious goals for their constituents. Oftentimes, the solution can be found in local or regional partnerships. ISA believes that public-private collaboration can free LGUs from budget constraints, and can provide a platform for civic participation and commercial activity to thrive.

Who funds ISA’s Operations?

As part of its key message to its partners, ISA advocates financial sustainability and autonomy as critical elements of governance. In line with this doctrine, ISA’s operations are funded by fees from its partners, corporate contributions and philanthropic grants. The funds that cover ISA’s core programs are generated from the fees provided by partners, while corporate and philanthropic contributions often subsidize new programs and host PGS-related events.
