City of San Fernando, La Union – from model barangays to local economic development

CITY OF SAN FERNANDO, LA UNION – Institutionalized under the Performance Governance System (PGS) in May 2015, the local government of San Fernando, La Union (CSFLU) underwent a Strategy Refresh session last January 13, 2016.

CSFLU has made significant progress in building their vision of being Northern Luzon’s Center for Health & Wellness by 2020 by achieving their first Breakthrough Goal of institutionalizing a culture of health and wellness among its residents. This was done by surpassing their target of model barangays that have been given ISO-certification, have been accredited well beyond DOH requirements in health & wellness facilities, and have been able to yield profitable income-generating projects.

In keeping with CSFLU’s vision, the Strategy Refresh brought forth a shift in strategic focus from strengthening the model barangay environment to strengthening economic drive through the Local Economic Development (LED) framework that will bring about business growth, job generation, and poverty reduction. This shift is a step towards their second Breakthrough Goal of positioning CSFLU as the ideal business location for health and wellness enterprises.

During the session, Mayor Pablo C. Ortega opened by thanking the ISA for its continued successful partnership. Marilyn Castino, OIC-Chief of CSFLU’s OSM discussed what the city has accomplished in terms of their initiatives and targets of the latest Strategy Map and Scorecard. Ramon Peralta, City Planning & Development Coordinator, presented the Strategy Map and Scorecard of the Metro La Union Development Coordinating Council (MLUDCC) to bring about the strategy linking of CSFLU to the other LGUs in Metro La Union. MLUDCC’s goal is to develop Agri-tourism in the region.

Chris Zaens, Executive Director of ISA, facilitated the Strategy Refresh session. It was attended by department heads, a city administrator, councilors, MSGC members, and Mayor Pablo C. Ortega.
