The Governance Pathway

The Governance Pathway specifies concrete steps an organization can take towards institutionalizing the PGS. It is an attempt at systematizing the process leading to a breakthrough performance. It is divided into four phases, where milestones are marked out within the pathway. Partners that move up are recognized in the ISA’s Semi-Annual Public Governance Forum. Prior to this, ISA facilitates an audit on the PGS Partner’s acquisition of requirements for the stage. Below is a list of Partners in the pathway, with a short description of what the stage entails, as well as information on the stage they are in.

Partners in the Pathway

Initiated

PGS-Initiated status is granted to a partner who has crafted a long-term reform agenda anchored on a time-bound vision and a strategy road map. Moreover, the partner has translated its strategy into a set of measurable targets for learning and growth, operational efficiency, financial viability and social impact on the constituency.

PGS Compliant

PGS-Compliant status is granted to a partner that has formally organized its internal and external stakeholders to be part of the governance process with clear deliverables and accountabilities that are captured in “scorecards” developed to monitor the institution’s journey towards its vision. Moreover, the partner has begun using its strategy map in planning and budgeting.

PGS-Proficient status is granted to a partner that has begun tracking and reporting its strategic performance using the PGS scorecard infrastructure. An Office of Strategy Management in charge of strategy execution is expected to have been set up at this stage.

PGS Institutionalized

PGS-Institutionalized status is granted to a partner who can show breakthrough results in its strategic performance under the PGS. It is further expected that performance appraisal and employee compensation are linked to the strategy and that efforts to influence the governance of neighboring communities have been exerted.
