MANILA, Philippines—60 city hall employees gathered last week at the first ever Vision Aligned Circles Conference to discuss effective ways to contribute to local development efforts.
The conference, which was organized by the Institute for Solidarity in Asia (ISA) from December 2 to 4, 2014 in Subic, brought together “vision aligned circles” or city hall project teams from the following local government units (LGUs):
- Balanga, Bataan
- Butuan, Agusan del Norte
- Dipolog, Zamboanga del Norte
- Legazpi, Albay
- Mandaue, Cebu
- Masbate, Masbate
- San Fernando, La Union
- Talisay, Negros Occidental
- Bataan Province
These LGUs can become “Islands of Good Governance” by 2015 if they are able to deliver on specific targets under niched economic visions. To achieve this, each LGU has assigned city hall employees to special project teams called “vision aligned circles”. Now, each employee is aware of the role he or she plays in helping local leadership reach development goals.

At the conference, where discussions were guided by the theme “Building Blocks of Transformation”, delegates were taught how to work effectively in teams and given ideas on how to foster excellence in city hall. They were also asked to share best practices and inspiring stories from ongoing transformation efforts.
On the last day of the conference, the 60 new city hall leaders made a trip to Gawad Kalinga’s Enchanted Farm in Bulacan for a learning experience on implementing visionary ideas.
