Palladium, a strategy execution consulting organization based in Boston, USA, has added another feather to the cap of this city by awarding the 2015 Palladium Balanced Scorecard Hall of Fame for Executing Strategy in an annual Strategy Execution Global Summit on November 3, 2015.

The City Government of San Fernando, La Union led by Mayor Pablo C. Ortega receives the Hall of Fame Award of the City of San Fernando, La Union during the Palladium Balanced Scorecard Hall of Fame Awarding on November 3, 2015 held at the Boston, Massachusetts, USA.
City of San Fernando, the capital of the Province of La Union, was selected by the Institute for Solidarity in Asia (ISA) to pilot the Balanced Scorecard program in 2004.
The city’s journey to the Hall of Fame included the passing the four stages of the Performance Governance System (PGS): the Initiation (2005), Compliance (2006), Proficiency (2013) and Institutionalization (2015). The PGS is the local adaptation of the Balanced Scorecard introduced by the ISA to help reform public institutions in the Philippines. It aimed to use innovative management systems to enhance its delivery of basic services, focusing on enhancing the quality of life of the people and improving financial and resource supervision.
Some benefits that were earned by the city were the drop of poverty incidence by some 74 percent in seven years. The number of businesses also grew and as a result, the city won numerous awards such as business-friendly and competitive city awards.
Aside from San Fernando, nine (9) organizations were also recognized. They were Bursagaz, a Turkish gas distributor which has a rise of 90 percent customer satisfaction since it adapted the Palladium scorecard; Christus Health, a US-based health provider; Club America, the most popular football team in Mexico and first professional sport organization to be inducted into the Hall of Fame when it grew a 27 percent fan participation; De Facto, a cloth retailer in Europe and the Middle East; Janalakshmi Financial Services, a banking, loans and other financial product which serve urban consumers in India which had over 2,000 percent increase in customer and employee retention; PlayCity Casino, a Meican casino place which sought to differentiate themselves from competitors and grow market share through outstanding operations and service that used the Balance Scorecard System before it grew a 30 percent revenue from 2011 to 2014; Portuguese Navy which focused on strategic planning used to have a 32 percent decrease in disengaged employees but now expanded their military investment implementation rate Renault Australia, increased their sales despite the depreciation of the Australian dollar in 2013; and Wanxin Media, a Chinese state-owned enterprise marketing reading materials grew by 58 percent and earnings per share by 38 percent from 2012 to 2014.
