As our nation’s vanguards continue safeguarding the West Philippine Sea amid ongoing conflicts, the Coast Guard Human Resource Management Command (CGHRMC) remains committed to strengthening maritime capabilities through a resilient and empowered fleet.
During a public revalida with the Institute for Solidarity in Asia (ISA) last September 30, CGHRMC was awarded Compliant Status under ISA’s Performance Governance System (PGS) and earned the prestigious Silver Trailblazer Award for its transformative efforts in protecting those who defend our shores.
The Public Revalida is a democratic exercise that validates a public institution’s completion of the four stages of the PGS. Enrolled institutions include the Armed Forces of the Philippines (AFP) and the Department of Health, among others.
Newly promoted CGHRMC COMMANDER CG REAR ADMIRAL ALLEN J DALANGIN showcased the Command’s advancement to the second stage of the four-stage governance pathway in his presentation. In its pursuit of service excellence, CGHRMC embarked on its governance journey through the PGS in 2023, earning the Initiated Status and a Silver Trailblazer Award. Unlike the traditional approach followed by other public institutions, CGHRMC had taken the lead in the PGS pathway, setting the stage for its mother organization, the Philippine Coast Guard (PCG).
“This unconventional approach has now become a guiding light, proving that any unit, albeit small, can inspire change. And that is why these emerging breakthroughs are happening,” CGHRMC Commander Dalangin said.
Driven by its mission to become an internationally certified strategic HR Management Command in support of the mission of the PCG, the Command’s goal is “to streamline recruitment further, ensuring fairness and speed as we work towards achieving one Coast Guard personnel for every kilometer of coastline, a total of 37,869 personnel.” While previously heavily reliant on paperwork, requiring manual sorting of physical folders, CGHRMC’s recruitment process was improved through its Recruitment Online Application Platform, an advanced system that streamlines the process with just a click, eliminating the need for manual tasks.
“This innovation has resulted in a 125 % increase in the number of applicants we can cater to, all while drastically reducing processing times, giving us a glimpse of the potential this could bring about,” CGHRMC Commander Dalangin said.
Candidates are also now assessed more effectively through a deliberation process that uses objective criteria such as qualifications, relevant skills, and educational background, assuring the Command of highly skilled and professional recruits capable of safeguarding the country’s maritime interests.
“Thanks to these efforts, our personal strength has grown from 30,930 in 2023 to 34,430 by the end of the year. We are on track to meet our goal of one coast cardan for every kilometer of coastline by 2025, securing our nation’s shores,” CGHRMC Commander Dalangin added.
As the PCG arm responsible for overseeing Human Resource Management, CGHRMC strengthened its commitment to excellence through the adoption of the ISO 9001:2015 and PRIME HRM frameworks. By adhering to these standards, CGHRMC guarantees HR processes that are aligned with international best practices.
“Under the guidance of Director Fernando Porio from the Civil Service Institute, we are forging strong connections with the Civil Service Commission to ensure a smooth and successful transition. This system’s approach is not just a step forward, it’s a leap towards meeting international best practices,” Commander Dalangin said.
The panel, chaired by ISA Vice Chairman Mr. Rex Drilon II, recognized the unit’s achievements and offered expert feedback on their plans moving forward. One of the panelists, former AFP Chief of Staff and ISA Trustee GEN EMMANUEL T BAUTISTA (RET) also praised the Command’s groundbreaking efforts in advancing the unit ahead of the PCG, making CGHRMC the model that “inspire[s] the PCG to transform, also by being successful in itself.”
In his acceptance speech, Commander Dalangin expressed gratitude to the men and women of CGHRMC and reaffirmed their commitment to innovate and focus on future goals for the greater mission of the Coast Guard.
“These accolades are not the achievement of any individual. They belong to every member of our team,” he said. “This recognition strengthens our ability to support the entire Coast Guard, ensuring we are ready to meet the evolving needs of our nation. We will use this commitment to push further, innovate more, more boldly, and never lose sight of the goals we have set for the future.”
