Meet our 2016 Society of Associates

Of these, five were recognized as members of the 2016 Society of Associates, which honours young leaders from the public and private sector whose extraordinary leadership and innovative spirit have enabled public sector institutions to create impact through the Performance Governance System (PGS).

Prior to recognition, nominees were asked to write an ‘Innovating for Impact’ concept note and to present their innovations before interview panels, which included ISA Chair Francisco Duque, ISA CEO Alex Lacson, ISA Supervising Fellow Anneli Lontoc, and ISA Associates Ruel Rombaoa, Rommel Cordova, and Noel Baraceros.

Office for Strategy Management Head
Philippine Heart Center

Background: Dr. Juliet Balderas is the Office for Strategy Management (OSM) Head of the Philippine Heart Center (PHC) and has been instrumental in its transformation journey since it began using PGS in 2012. She spearheaded resource mobilization efforts to fund the organization’s reform initiatives and to build a grand auditorium to house governance advocacy-related events, and orchestrated the establishment of five (5) regional heart centers—a breakthrough that will make heart services more accessible to Filipinos in far-flung areas. Because of the social impact of this initiative, the institution was recognized among the Philippines’ first the Islands of Good Governance recognition in 2015.

Innovation: To share the importance of governance, specifically through PGS, with other government- owned hospitals, the Heart Center will host the forthcoming Governance in Healthcare Summit, a best practice sharing event that seeks to educate both government and private hospital administrators in clinical and hospital governance. Clinical governance deals with people empowerment, while hospital governance focuses on the internal structure and management of an organization.

Executive Director
ANZ-CHAM

Background: Ryan Evangelista is the outgoing executive director of the Australian-New Zealand Chamber of Commerce (ANZ-CHAM) in the Philippines. He was previously an economic growth specialist at USAID, the executive director of the Philippine Chamber of Commerce and Industry (PCCI), and the founder of the Universal Access to Competitiveness and Trade (U-ACT) think tank. He is an expert in multi-stakeholder participation, international trade policy and negotiations, economic development, governance, advocacy, and research across Asia-Pacific.

Innovation: Evangelista has played a key role in helping ISA develop local economic development studies, impact assessment frameworks, and convergence lectures. An advocate of stakeholder engagement, he has proposed innovations in institutionalizing systems and involving key players in the organization to inspire efficient strategy execution and open relationships among stakeholders.

Corporate Planning Services Director
Department of Trade and Industry

Background: Jean Pacheco is the Corporate Planning Services Director of the Department of Trade and Industry (DTI), and has been with the Department since 2002. Within a year of attending her first Governance Boot Camp in 2012, she spearheaded the use of the Performance Governance System (PGS) in the creation of DTI’s 2013-2016 transformation roadmap. Pacheco advocated for the alignment of all of DTI’s connected agencies and corporations to the transformation roadmap, and steered DTI towards PGS Institutionalization, a Gold Trailblazer Award, and an Islands of Good Governance recognition in 2015.

Innovation: Together with a dedicated team, Pacheco is currently pursuing innovations in automation, building capacity, and communication. DTI aims to automate its Performance Management System through an IT platform, Microsoft’s Office365; build capacity in strategy formulation and service delivery; and communicate the impact of governance reforms to internal and external audiences to proliferate the use of PGS. In all these, Pacheco passionately upholds the brand of service that DTI has become known for: serbisyong higit pa sa inaasahan.

Background: Annjanette Dimaculangan is the City Administrator of the City of San Fernando La Union (CSFLU). City Planning and Dev’t Coordinator
City of San Fernando La Union

Background: Ramon Peralta is CSFLU’s City Planning and Development Coordinator. He played a key role in improving the city government’s financial management of strategic projects, and developing grassroots initiatives that have led to diminishing poverty rates in the city. Peralta is a member of San Fernando’s Management Committee, which acts as a technical working group for governance reforms.

Innovation: Dimaculangan and Peralta have contributed to two important governance innovations. First, to educate and influence city hall employees and external stakeholders they organized, together with CSFLU’s OSM, a PGS Mini Boot Camp that has enabled them to reach all the barangay captains and officials of the city’s 59 barangays, among other groups. More recently, They also spearheaded the creation of the Metro La Union Coordinating Council (MLUDCC) to entice other municipalities in the province to define niched sources of economic growth and to work together to achieve prosperity for the province.
