As the book shows, it is only President Aquino who is steering a wave of changes in the anti-corruption front. National government agencies (NGAs) are doing this too, as can be read in the second part. Imagine the extent of reforms in government if all NGAs were on board the same ship! The roadmap of the first 12 NGAs can be templates, or at best springboards, for other NGAs that want to venture on the same path.
Obviously, Dr. Estanislao gives a great deal of respect and importance to local government units (LGUs) and their big roles in nation-building. He and the Institute for Solidarity in Asia saw the good changes unfold in the course of aiding LGUS adopt and implement PGS in the last seven years.
