As the book shows, it is only President Aquino who is steering a wave of changes in the anti-corruption front. National government agencies (NGAs) are doing this too, as can be read in the second part. Imagine the extent of reforms in government if all NGAs were on board the same ship! Obviously, Dr. Estanislao gives a great deal of respect and importance to local government units (LGUs) and their big roles in nation-building.
