Dipolog City Mayor Evelyn Uy addresses city all participants before their project assessments.

DIPOLOG CITY –Inside Dipolog’s city hall, there are 117 project teams referred to as “vision aligned circles” (VACS) committed to helping the city realize its vision of becoming the Philippine South’s centre for outdoor sports by 2020. One of the collective goals of Dipolog’s VACS is to display economic improvement in order to attract public-private partnerships to complete the construction of new sports facilities that will in turn increase income opportunities for locals.

In January, all 117 VACS presented on their progress before Dipolog’s leadership team, as well as representatives from the Civil Service Commission and the academe. They were assessed based on systems they were able to put in place and on whether they were able to achieve targets set the previous year.
