In one piece, Dr. Jesus P. Estanislao gives a refresher on a roadmap to the making of a united and progressive nation (Philippines 2030).
For President Benigno S. Aquino III, Dr. Estanislao uses again the Performance Governance System in drafting a six-year roadmap based on Mr. Aquino’s own inaugural speech and first State-of-the-Nation address.
As the book shows, it is only President Aquino who is steering a wave of changes in the anti-corruption front. National government agencies (NGAs) are doing this too, as can be read in the second part. Imagine the extent of reforms in government if all NGAs were on board the same ship! The roadmap of the first 12 NGAs can be templates, or at best springboards, for other NGAs that want to venture on the same path.
Obviously, Dr. Estanislao gives a great deal of respect and importance to local government units (LGUs) and their big roles in nation-building. He and the Institute for Solidarity in Asia saw the good changes unfold in the course of aiding LGUS adopt and implement PGS in the last seven years. Yes, several mayors have truly transformed LGUs into efficient and responsive organizations for their constituents. The how-to’s of doing the PGS are in the book’s this part.
This, truly, is a guidebook. the best one there is in the new period of nation-building.
