Transformation stories at governance forum

On June 21, 2017 the Institute for Solidarity in Asia (ISA) will gather over 200 members from government, business, academe, and civil society to discuss governance reform at its Public Governance Forum at Bayanihan Center in the Unilab Compound. The forum is a venue to explore the link between governance and national competitiveness, long-term development, and true nationhood as public sector institutions present themselves as case studies for transformation using ISA’s Performance Governance System (PGS).

The PGS is a governance reform program based on Harvard Business School’s Balanced Scorecard and uses a four-stage pathway to evaluate the performance of public sector institutions. Before moving on to higher levels of the pathway, heads of agencies and local governments deliver progress reports to the public in an exercise known as a revalida.

At the upcoming event, two government hospitals, four municipal governments, and one provincial government will undergo revalidas for Initiation and Compliance, the first and second stages of the PGS respectively.

  • Navotas City Hospital – NCH is the first and only government hospital in the city, which began operations in June 2015. As a relatively young hospital, NCH aims to extend quality and affordable healthcare to Navotas City’s 250,000 residents by 2022 through the improvement of its service delivery using the PGS.   • Philippine Children’s Medical Center – Over the years, PCMC has realized the need to introduce significant reforms in training, research, and community advocacy for areas relating to critical children’s diseases. It envisions itself to be the globally recognized Philippine institution in pediatric and perinatal healthcare in research, training, and service by 2022. (Initiation)
  • Municipal Government of Orani, Bataan – With more than one-third of its land area devoted to a forest reserve, known as the Bataan National Park, the municipality of Orani looks to develop itself into one of the top five eco-tourism destinations in Central Luzon by 2020. (Initiation)
  • Municipal Government of Samal, Bataan – By providing incentives for enterprises within the locale to shift to a more inclusive business model (IBM), and by training its constituents to be part of these agro-industrial businesses, Samal seeks to be the emerging IBM hub for Agro-Industrial Enterprises in the Philippines by 2020.   • Municipal Government of Mariveles, Bataan – Known as the industrial town of the Freeport Area of Bataan, Mariveles has developed a vision that builds on the numerous factories operating in the area. The municipality aims to become the number one industrial tourism destination in the Philippines by 2020. (Initiation)
  • Municipal Government of Pilar, Bataan – Home to one of the most iconic World War II landmarks in Bataan, Mt. Samat Shrine, Pilar envisions itself to be the Historical-Cultural Tourism Center of Luzon by 2020. The municipal government plans to develop other tourist sites that will highlight Pilar’s rich culture and beautiful nature anchored on historical WWII sites. (Initiation)
  • Provincial Government of La Union – Using the idea of a tourism circuit, which systematically connects different tourism-related attractions and services in a particular area with a major tourist site acting as a centerpiece, the Province of La Union aims to be the heart of agri-tourism in Northern Luzon by 2025. It will focus on developing five (5) tourism circuits that will showcase the different products and natural beauty of the province. (Compliance)

The above named institutions will deliver their presentation before a multi-sector panel to showcase the impact their strategy has had on their constituents, and to receive feedback on their strategy from industry and governance experts. Featured panelists include Chairman Francisco T. Duque III of the Government Service Insurance System (GSIS), Private Sector Co-Chair Guillermo M. Luz of the National Competitiveness Council (NCC), and Former Secretary Mel S. Sarmiento of the Department of Interior and Local Government (DILG).
