"What is a governance warrior?"

ISA Chairman Dr. Francisco T. Duque III delivered the closing remarks for the 12th Performance Governance System Boot Camp Basic Class.

“What is a governance warrior?”

This is a question we at the Institute for Solidarity in Asia never tire of being asked. And after almost 15 years of collaborating with the public sector and observing the way civil servants work, we have put together a few of our own ideas on what it takes to become a true governance warrior.

First, a governance warrior commits to making a positive difference. Even in an atmosphere where many are sceptical about achieving transformation, he dedicates himself to sparking change beginning in his own institution.

Second, a governance warrior recognizes the collective effort that is needed to transform an institution. He is determined to start with what he has and from where he is, but he also involves many others. In harnessing their talents and efforts, he spurs the growth of both the institution and its people.

Third, a governance warrior is a person of integrity. His work reflects his personal values as well as those of the institution. Through his example, others are inspired to raise the quality of their work and to deliver the service their stakeholders deserve.
Finally, a governance warrior looks outward. He is an advocate for transformation that extends beyond his own institution.

In this boot camp, you have explored many new ideas about governance. You have also exchanged experiences and best practices with your fellow practitioners. But if there is one thing we would like you to take away from these three days, it is that for governance to work in this country it must become a shared responsibility of every Filipino.

There are about 100 governance warriors in this room. What about the other hundreds of thousands out there looking for a chance to make a difference?

As we bring this program to a close, I would like to pose a challenge to everyone here: Let us seek out our fellow governance warriors and work in solidarity with them. Together, let us do our part to win more hearts and minds in the battle for transformation.
