Following the passage of Republic Act No. 11567, which boosts the capacity of various hospitals in providing quality care, the Eastern Visayas Medical Center (EVMC) celebrated yet another breakthrough as they passed the Compliance Stage of the Performance Governance System (PGS), taking home the Gold Trailblazer Award for its performance.
During their virtual public revalida last September 16, EVMC Medical Center Chief II, Dr. Salvador B. Evardone, presented the tertiary hospital’s continuous transformation journey since its conferment of the Initiation Status in 2019.

After a strategy refresh in 2020, Dr. Evardone said that the EVMC successfully delivered breakthroughs in the areas of Patient Care, Human Resources, and Research.
In its Patient Care Roadmap, new services including pediatric 2-D echo were introduced, while additional sub-specialists for cardiac care were hired, all of which have contributed to the significant decrease in the mortality rate of cardiovascular diseases from 19% in 2018 to 7% in 2021.
Given a “below Maturity Level I” rating by the Civil Service Commission on Prime Human Resources Management (HRM) in 2018, Dr. Evardone said that the hospital was driven to raise the bar on service excellence, and was recently rated as Prime HRM Maturity Level II in June this year.
“This will help institutionalize the new values, competencies, and processes into a new system towards organizational development brought about by the PGS experiences,” he said.
Among EVMC’s accomplished commitments include the formalization of its Office for Strategy Management and the development of its OSM manual. To enhance the effectiveness of its communication plan, the hospital implemented activities including scoreboards of strategic commitments, one-on-one sessions, the inclusion of the PGS in its technical exam for promotion, and lamination of the copy of its strategy map in the hospital identification card, among others.
The multi-sector panel, led by panel chair Dr. Gerardo Manzo, acknowledged the hospital’s impressive performance and its innovative best practices that “are worth sharing”.
Following their conferment, EVMC aims to pursue its strategic direction and develop 12 more specialty services with the 2025 Hospital Development Plan aligned with the Philippine Health Facility Development Plan 2040 of the Department of Health.
In his acceptance speech, Dr. Evardone thanked ISA, his EVMC family, and its PGS leadership team and ensured that it shall remain true to its commitment to achieving service excellence in health through the full support of the PGS program.
